Build a system your agency can maintain
A government data system needs a clear owner and a reason for staff to use it. Begin with the decisions your agency must make. Define how information reaches the people responsible for acting on it.

Start with one defined process
Choose a process that has a clear beginning and result. Identify the records it uses, the staff involved, and the decisions at each stage. Agree how work will be verified.
For example, an agency could begin with inspections of a defined group of facilities. A useful first version would show which visits are due and which findings require follow-up. This is an illustrative starting point, not a description of a specific deployment.
Agree who owns the system
Assign responsibility for administration, data quality, and access. Decide who updates forms and who trains new staff. Include these responsibilities in the implementation plan.
Connect collection with management
Choose information that helps staff do their jobs. Review it during routine management meetings. Record the resulting actions so the next review can show what happened.
Design handover from the beginning
Include the future administrators in system design. Test documentation with them, and make sure they can manage the parts they will own. Plan how the agency will support the work after initial implementation.
